Locked out?

L had an interesting afternoon yesterday when she returned to her apartment and her key wouldn't turn her lock. She called maintenance and a guy came out to let her in, saying there's a $100 lock-out charge. (If they think they're getting a fee from her, they're sorely mistaken. She wasn't locked out; she just couldn't get in.)
Guy No. 1 said he's never experienced this before and ended up calling a locksmith after trying to break in with a drill and hammer.
She was given a temporary lock for the night and the management company will replace the lock tomorrow.
